प्रधानमंत्री आवास योजना Prime Minister Awas Yojana (PMAY)
माननीय प्रधानमंत्री ने राष्ट्र की स्वतंत्रता के 75 वर्ष पूर्ण हो जाने पर वर्ष 2022 तक सभी के लिए आवास की परिकल्पना की है। इस उद्येश्य की प्राप्ति के लिए केन्द्र सरकार ने एंक व्यापक मिशन "2022 तक सबके लिए आवास" शुरू किया है। 25 जून 2015 को प्रधानमंत्री श्री नरेन्द्र मोदी ने इस बहुप्रतीक्षित योजना को प्रधानमंत्री आवास योजना के नाम से प्रारम्भ किया है।
Hon’ble Prime Minister envisioned housing for All by 2022 when the Nation completes 75 years of its Independence. In order to achieve this objective, Central Government has launched a comprehensive mission “Housing for All by 2022”. This much awaited scheme has been launched by the Prime Minister of India, Sh. Narendra Modi on 25th June, 2015 as Pradhan Mantri Awas Yojana.

Will the Minister of HOUSING AND URBAN POVERTY ALLEVIATION be pleased to state:
(a): whether the slum population is on the rise over the years;
(b): if so, the details thereof and the reasons therefor;
(c): whether Government proposes to formulate a National Policy to dealt with the increasing number of slums in the urban areas;
(d): if so, the details thereof and if not, the reasons therefor; and
(e): the action plan envisaged to provide basic and essential facilities in the slums?

(e): the action plan envisaged to provide basic and essential facilities in the slums?

(a) to (e) : A Statement is laid on the Table of the Sabha.

STATEMENT
STATEMENT REFERRED TO IN REPLY TO RAJYA SABHA STARRED QUESTION No.124* FOR 05.05.2016 REGARDING NATIONAL POLICY ON SLUMS IN CITIES.

(a) & (b): As per Census figures, the slum population in the country has increased from 5.23 crore in 2001 to 6.55 crore in 2011. State-wise details of slum population in Census 2001 and Census 2011 is at Annexure.

There are various reasons for creation of slums of which the most important are as follows:

i. Increased urbanization leading to pressure on the available land and infrastructure, especially for the poor.

ii. Natural increase in the population of urban poor and migration from rural areas and small towns to larger cities.

iii. Sky-rocketing land prices due to increasing demand for land and constraints on supply of land.

iv. Absence of sufficient programmes of affordable housing for the urban poor in most States.

v. Lack of availability of credit for low income housing.

(c) & (d): Slum is a State subject and, therefore, it is the responsibility of State/ UT Governments to address the issue of increasing number of slums in urban areas through appropriate policy.

(e): Government of India has launched the PMAY(U) mission on 25th June, 2015 with the aim to provide assistance to States / UTs for addressing the housing requirement of the urban poor including slum dwellers. The mission envisages houses essentially with toilet facilities and should have other basic civic infrastructure like power supply, roads, water supply and drainage / sanitation.
