प्रधानमंत्री आवास योजना Prime Minister Awas Yojana (PMAY)
माननीय प्रधानमंत्री ने राष्ट्र की स्वतंत्रता के 75 वर्ष पूर्ण हो जाने पर वर्ष 2022 तक सभी के लिए आवास की परिकल्पना की है। इस उद्येश्य की प्राप्ति के लिए केन्द्र सरकार ने एंक व्यापक मिशन "2022 तक सबके लिए आवास" शुरू किया है। 25 जून 2015 को प्रधानमंत्री श्री नरेन्द्र मोदी ने इस बहुप्रतीक्षित योजना को प्रधानमंत्री आवास योजना के नाम से प्रारम्भ किया है।
Hon’ble Prime Minister envisioned housing for All by 2022 when the Nation completes 75 years of its Independence. In order to achieve this objective, Central Government has launched a comprehensive mission “Housing for All by 2022”. This much awaited scheme has been launched by the Prime Minister of India, Sh. Narendra Modi on 25th June, 2015 as Pradhan Mantri Awas Yojana.

(a) whether Pradhan Mantri Kaushal Vikas Yojana (PMKVY) or the Skill India mission was launched with the aim of giving 2.4 million young Indians industry-relevant training with an elaborate certification scheme;
(b) whether according to official website 1.97 million people have completed training and as many as 1.22 million have been certified under the scheme;
(c) whether only 82,000 of the 1.76 million officially trained at the end of April were actually recorded as having jobs; and
(d) if so, whether Government is alert on the pitfalls of a system that shows early signs of a familiar drift?

ANSWER
(a) to (c) Pradhan Mantri Kaushal Vikas Yojana (PMKVY) 2015-16 had a target to cover 24 lakh youth in the country. The scheme was implemented by National Skill Development Corporation (NSDC). The objective of this Skill Certification scheme is to enable a large number of Indian youth to take up industry-relevant skill training that will help them in securing a better livelihood. Individuals with prior learning experience or skills were assessed and certified under Recognition of Prior Learning (RPL). As on 15th July 2016, a total of 19.7 lakh people have been trained and 12.8 lakh people have been certified under the PMKVY scheme. Data update exercise was conducted in the month of May by NSDC team and the reported figure for Placed candidate out of passed candidates as of 15th July 2016 is 1,46,264.

However, under PMKVY 2015-16, it was not mandatory for NSDC’s training partners to report employment data. The employment data available reflects only a fraction of the actual employment provided under the scheme.

(d) In PMKVY 2016-2020, approval has been given by the Union Cabinet for the modification and continuation of the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) as ‘Skill Development Component’ of umbrella PMKVY to skill one crore people over the four years (2016-2020) with an outlay of Rs.12,000.00 crore. Under PMKVY 2015-16, it was not mandatory for NSDC’s training partners to report employment data. However, under PMKVY 2016-20 the focus on employment has been significantly enhanced. The last 20% payment to training partners would be made only after wage employment or self employment of at least 70% of the successfully trained candidates. The PMKVY Training Partners have been mandated to have mentorship cum placement cells, with placements incentivized as per the Common Norms guidelines. Mobilization, monitoring and post training placement of trainees through Rozgar Melas (placement camps) and Kaushal Shivirs (mobilization camps) are integral part of the PMKVY 2016-20.
