माननीय प्रधानमंत्री ने राष्ट्र की स्वतंत्रता के 75 वर्ष पूर्ण हो जाने पर वर्ष 2022 तक सभी के लिए आवास की परिकल्पना की है। इस उद्येश्य की प्राप्ति के लिए केन्द्र सरकार ने एंक व्यापक मिशन "2022 तक सबके लिए आवास" शुरू किया है। 25 जून 2015 को प्रधानमंत्री श्री नरेन्द्र मोदी ने इस बहुप्रतीक्षित योजना को प्रधानमंत्री आवास योजना के नाम से प्रारम्भ किया है।
Hon’ble Prime Minister envisioned housing for All by 2022 when the Nation completes 75 years of its Independence. In order to achieve this objective, Central Government has launched a comprehensive mission “Housing for All by 2022”. This much awaited scheme has been launched by the Prime Minister of India, Sh. Narendra Modi on 25th June, 2015 as Pradhan Mantri Awas Yojana.

(a) whether Dhanbad district of Jharkhand is one of the most polluted districts in the country; 
(b) if so, the details of the schemes started, fund allocated and the target set under National Urban Sanitation Policy, State-wise including in Dhanbad district of Jharkhand during the last three years; 
(c) whether the Government has ascertained the reasons for not getting the targets achieved under the National Urban Sanitation Policy in Dhanbad district of Jharkhand so far; and 

(d) if so, the reasons therefor and the time by which the work is likely to be completed?

(c) whether the Government has ascertained the reasons for not getting the targets achieved under the National Urban Sanitation Policy in Dhanbad district of Jharkhand so far; and

ANSWER
THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS

(a): As per Swachh Survekshan 2017 conducted by the Ministry of Housing and Urban Affairs under Swachh Bharat Mission (Urban), Dhanbad city is placed at ranking of 109 out of 434 cities.

(b): National Urban Sanitation Policy (NUSP) was approved by the Government of India in the year 2008 with overall goal to transform urban India into community-driven, totally sanitized, healthy and liveable cities and towns. Swachh Bharat Mission (Urban) and Atal Mission for Rejuvenation and Urban Transformation (AMRUT) launched by the Govt. of India target to achieve goal of NUSP with more emphasis on totally sanitized cities and towns. The funds release status under SBM (Urban) during last three years and allocation of Additional Central Assistance (ACA) under AMRUT are at Annexure-I and Annexure-II respectively.

(c) & (d): Swachh Bharat Mission (Urban), being implemented in 4041 statutory towns, aims to make these towns 100% Open Defecation Free with 100% scientific management of municipal solid waste in these cities by 2nd October, 2019. The components of the Mission are Individual Household Latrines (IHHL), Community Toiles (CT), Public Toilets (PT), Urinals, Solid Waste Management (SWM), IEC & PA (Information, Education, Communication & Public Awareness) and CB & A&OE (Capacity Building and Administrative & Office Expense). AMRUT Scheme is being implemented in 500 cities/towns having population of more than one lakh during Financial Year 2015-16 to Financial Year 2019-20. The major components under AMRUT are water supply, sewerage and septage management, storm water drainage, urban transport, capacity building, reform implementation and development of green spaces and parks to make the cities/towns more liveable.

In Dhanbad, 27,611 IHHLs have been constructed and 24,981 IHHLs are under construction. Besides this 43 Community toilets with 200 seats and 50 Modular toilets with 100 seats have already been constructed and the under construction Community toilets are 20 Nos. with 200 seats and 2 Community Toilets-cum-Skill development centre with 24 seats. For Solid Waste Management, tenders were called for establishment of the processing plant and the tenders received are under consideration which will be finalised soon.

Till now 14 cities in Jharkhand have been declared as Open Defecation Free (ODF) and by 2nd October, 2017 all cities of Jharkhand including Dhanbad will become ODF.
