Hon’ble Prime Minister envisioned housing for All by 2022 when the Nation completes 75 years of its Independence. In order to achieve this objective, Central Government has launched a comprehensive mission “Housing for All by 2022”. This much awaited scheme has been launched by the Prime Minister of India, Sh. Narendra Modi on 25th June, 2015 as Pradhan Mantri Awas Yojana.

Implementation of UDAN Scheme

(a) the salient features of regional air connectivity scheme, UDAN and its current status of implementation in the country, State/UT-wise;
(b) whether the Government has decided to provide additional incentive to airline companies for air operations in North-Eastern States and sea-side cities through UDAN scheme and if so, the details thereof;

(c) whether the Government proposes to set up any new airport in Bihar under the scheme, if so, the details thereof;
(d) whether the Union Government has floated the tenders under the tripartite MoU entered into between Ministry of Civil Aviation, Airports Authority of India and various States including Gujarat for development of airports/airstrips under above scheme and if so, the details thereof indicating the companies/contractors who bagged the award for work in respect of each such project, State/UT-wise;
(e) the details of the funds sanctioned, allocated and utilised under this scheme, State/UT-wise and the details of the targets set and achievements made under this scheme so far; and
(f) whether the Governmentproposes to construct new no frills/small airports in the country or start new flights from existing unserved airports/airstrips especially in Punjab under the regional air connectivity scheme and if so, the details thereof?

Will the Minister of CIVIL AVIATION be pleased to state:-
(a) the salient features of regional air connectivity scheme, UDAN and its current status of implementation in the country, State/UT-wise;

(Shri Jayant Sinha)

(a) and (b): The Ministry of Civil Aviation launched Regional Connectivity Scheme (RCS)-UDAN (Ude Desh ka Aam Nagrik) scheme on 21-10-2016 for providing connectivity to un-served and under-served airports of the country. The primary objective of RCS is to facilitate / stimulate regional air connectivity by making it affordable. Promoting affordability of Regional air connectivity is envisioned under RCS by supporting airline operators through (i) concessions by Central Government, State Governments and airport operators to reduce the cost of airline operations on regional routes and (ii) financial support (viability gap funding or VGF). VGF will be shared between Ministry of Civil Aviation and the State Government in the ration of 80:20 whereas for the States in North-Eastern region / Union Teritories (UT''s) the ratio will be 90:10. RCS-UDAN is a demand-driven scheme, where airline operators undertake assessment of demand on particular routes. Airports Authority of India(AAI), the implementing agency of Regional Connectivity Scheme (RCS) -UDAN after first round of bidding has awarded 27 numbers of proposals involving 31 unserved, 12 under-served airports. The list is enclosed at Annexure-I.;

(d) and (e): In the 1st Round of Bidding, Bhavnagar, Jamnagar, Kandla, Mithapur (Dwarka), Mundra & Porbandar airports are selected for operation of RCS flights in Gujarat. ;
The Government has approved the proposal for revival of 50 unserved/ under-served airports/airstrips of the State Governments, Airports Authority of India and Civil enclaves at an estimate cost of Rs. 4500 crores. However, the revival of airstrips / airports is ''demand driven'', depending upon firm commitment from airline operators as well as from the State Government for providing various concessions.;

(f): Revival/upgradation of airports under the Scheme shall be done on firm demand of airlines as no frill airports without insisting on financial viability. In the 1st round of bidding Adampur, Bathinda, Ludhiana and Pathankot airports in Punjab were selected for operations of RCS flights.
