माननीय प्रधानमंत्री ने राष्ट्र की स्वतंत्रता के 75 वर्ष पूर्ण हो जाने पर वर्ष 2022 तक सभी के लिए आवास की परिकल्पना की है। इस उद्येश्य की प्राप्ति के लिए केन्द्र सरकार ने एंक व्यापक मिशन "2022 तक सबके लिए आवास" शुरू किया है। 25 जून 2015 को प्रधानमंत्री श्री नरेन्द्र मोदी ने इस बहुप्रतीक्षित योजना को प्रधानमंत्री आवास योजना के नाम से प्रारम्भ किया है।
Hon’ble Prime Minister envisioned housing for All by 2022 when the Nation completes 75 years of its Independence. In order to achieve this objective, Central Government has launched a comprehensive mission “Housing for All by 2022”. This much awaited scheme has been launched by the Prime Minister of India, Sh. Narendra Modi on 25th June, 2015 as Pradhan Mantri Awas Yojana.

(c) if so, the details thereof and the reasons therefor, State/UT-wise; 
(d) the details of the follow-up action taken to clear the said projects immediately; and 
(e) the number of complaints received from various States including Maharashtra regarding quality of link roads under PMGSY along with the action taken by the Union Government in this regard?

(b) whether the proposals are pending with the Government for approval; 
(c) if so, the details thereof and the reasons therefor, State/UT-wise; 
(d) the details of the follow-up action taken to clear the said projects immediately; and 
(e) the number of complaints received from various States including Maharashtra regarding quality of link roads under PMGSY along with the action taken by the Union Government in this regard?

(a) to (d): Details of proposals received and cleared during 2015-16, 2016-17, 2017-18 and 2018-19 (upto 5th December, 2018) State/UT-wise under Pradhan Mantri Gram Sadak Yojana (PMGSY) is given at Annexure – I. The State Governments have been requested to furnish the compliance to the observations of Pre-Empowered/Empowered Committee on the proposals pending with the Government to enable the Ministry to issue sanctions.

(e): Complaints related to various facets of PMGSY including that of quality of link roads are received from time to time. As per Programme Guidelines, in order to bring the execution of PMGSY works to the desired quality standard, a three tier quality management mechanism has been institutionalized. Under the first tier, the Programme Implementation Units (PIUs) are required to ensure process control through mandatory tests on material and workmanship at field laboratory. The second tier is a structured independent quality monitoring at the State level through State Quality Monitors (SQMs) to ensure that every work is inspected at initial stage, middle stage and final stage of the construction. Under the third tier, independent National Quality Monitors (NQMs) are deployed for random inspection of road works to monitor quality and also to provide guidance of senior professionals to the field functionaries. Based on the periodic monitoring of quality of roads under the 3-tier mechanism, corrective measures, wherever necessary, are taken by the State Governments. 

A Statement indicating complaints received and action taken during the years 2016-17, 2017-18 and 2018-19 (upto Nov, 2018), State-wise is given at Annexure-II. When a project is reported as “Unsatisfactory” (U) due to structural defects or “Satisfactory – Requiring Improvement” (SRI) by NQMs due to non-structural defects, the State Government concerned is notified about these defects. The State Government is required to carry out necessary rectifications and send the detailed Action Taken Report (ATR) to the Ministry/NRIDA, after the ground verification carried out through the State Quality Monitors (SQM). The ATR received at NRIDA is examined and if found Satisfactory, the quality grading of the project is upgraded to the “Satisfactory” Work Quality.
