Direct Transfer of Funds under ICDS Scheme

(a) whether the Government proposes to directly transfer money in the accounts of pregnant women with certain conditions instead of providing them ration through Aanganwadi Centres;
(b) if so, the details thereof along with eligibility criteria in this regard; 
(c) whether it will cost the Government 11 thousand crore rupees annually and 7.5 crore Jan Dhan Accounts are required to be opened for women in this regard and if so, the details thereof along with the funds allocated by the Government for the purposes; and

(d) whether Integrated Child Development Services (ICDS) Scheme is not proving to be effective at grassroot level and the Government is contemplating to wind up the Scheme and if so, the details thereof?

Will the Minister of WOMEN AND CHILD DEVELOPMENT be pleased to state:-

(a) whether the Government proposes to directly transfer money in the accounts of pregnant women with certain conditions instead of providing them ration through Aanganwadi Centres;
(b) if so, the details thereof along with eligibility criteria in this regard; 
(c) whether it will cost the Government 11 thousand crore rupees annually and 7.5 crore Jan Dhan Accounts are required to be opened for women in this regard and if so, the details thereof along with the funds allocated by the Government for the purposes; and
(d) whether Integrated Child Development Services (ICDS) Scheme is not proving to be effective at grassroot level and the Government is contemplating to wind up the Scheme and if so, the details thereof?

ANSWER
MINISTER OF STATE IN THE MINISTRY OF WOMEN AND CHILD DEVELOPMENT

(a) to (c): No such decision to directly transfer money in the accounts of pregnant women with certain conditions instead of providing them ration through Anganwadi Centres has been taken by the Government. 

(d): No Madam. Integrated Child Development Services (ICDS) Scheme is proving to be very effective at the grass root level and providing services to about 10 crore beneficiaries in the country through 13.55 lakh Anganwadi Centres. The level of malnutrition among the children below 5 years of age has come down from 42.5% as per NFHS-3 to 35.7% as per NFHS-4. There is no proposal to wind up the aforesaid scheme.
