Rashtriya Swasthya Bima Yojana

(a) whether the Government had launched Rashtriya Swasthya Bima Yojana (RSBY) to provide cashless health insurance to BPL households and 11 other defined categories of unorganised workers;
(b) if so, the details of funds allocated, released and utilised for implementation of RSBY during each of the last three years, State-wise;
(c) whether most of the States are not taking any interest in the implementation of the said Yojana and if so, the details thereof;
(d) whether the RSBY has been implemented in all the States and if so, the details thereof; and
(e) whether the number of empanelled hospitals under the RSBY has come down in 2016-17 as compared to 2015-16 and if so, the details thereof, State-wise and the reasons therefor?

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether the Government had launched Rashtriya Swasthya Bima Yojana (RSBY) to provide cashless health insurance to BPL households and 11 other defined categories of unorganised workers;
(b) if so, the details of funds allocated, released and utilised for implementation of RSBY during each of the last three years, State-wise;
(c) whether most of the States are not taking any interest in the implementation of the said Yojana and if so, the details thereof;
(d) whether the RSBY has been implemented in all the States and if so, the details thereof; and

ANSWER
THE MINISTER OF STATE IN THE MINISTRY OF HEALTH AND 
FAMILY WELFARE
(SHRI ASHWINI KUMAR CHOUBEY)
(a): Yes.

(b): Under RSBY, no funds are allocated to States. Funds, as central share of premium, are released on receipt of proposals from State Governments. The State-wise details of funds released and utilized during last three years are annexed.

(c): Health, being a State subject, States can take a decision to implement their own State scheme or only RSBY or both. Currently 15 states and all UTs are not implementing RSBY.


(d): At present RSBY is active in 14 states namely Assam, Bihar, Chhattisgarh, Gujarat, Himachal Pradesh, Karnataka, Kerala, Meghalaya, Manipur, Mizoram, Nagaland, Odisha, Tripura and West Bengal.

(e): The reduction of the number of empaneled hospitals from 10725 (2015-16) to 8697 (2016-17) is due to the reduction in the number of states implementing RSBY from 19 states in 2015-16 to 15 states during 2016-17.
